If your doctor is looking only at your BMI and telling you to lose weight they are a ####ty doctor.
As someone who used to have major weight issues and now carries around a little extra weight (15ish pounds), I can tell you that no doctor every told me when I was a little "chubby" to lose weight.
I assume people being told to lose weight are obese and obesity has a tonne of issues. Heart disease, high blood pressure, weakened immune system, cholesterol.
I mean c'mon dude, being fat is a huge problem. Shaming isn't the right answer but people who are fat need to do something about it and it is most definitely not healthy.
