How should public sector salaries relate to private sector salaries?

A) Go sharply up when private salaries spike, and go down when private salaries (and government revenues) drop.

B) Maintain a steady structure unrelated to private sector salaries in this province.

C) Go sharply up when private salaries spike, and then stay high when private salaries (and government revenues) drop.
