Ya, they like to move it and change how you find it. Really annoying.
Go here:

scroll down to RATE OPTIONS
and click the 3-year floating rate link
when that popup opens, scroll down to "View Historical Rates", click that, then mouse over the chart. It is currently 4.2. For gas, scroll back to the top, click natural gas and do the same thing. Currently 2.3.

Really, really convoluted.
