It seems to me that taking the "fear" angle is a terrible choice for the Underwoods considering their competition are both decorated war heroes. Just can't see how they could possibly win the race following the video, the botched ICO leader tape, and the crooked scandal. Would be unrealistic to me, even moreso than the husband/wife Pres/VP scenario
