I could see the Wolves being tied to Negan's group somehow.
If you don't quite make the cut for the main group, you either die or become one of the wolves. Would explain why they're such a bunch of nut jobs. Either that or they're in some kind of death cult. Even then, that doesn't explain how a group like that could actually survive and perpetuate without some kind of higher level organization.
It also seems strange that Negan would allow a group like that to run a amuck in his territory.
And yes, of course the satellite place is just a smaller outpost for Negan's group. That could not have been more obvious.
