I think in this case he made up his mind quickly, but took his time to write a long and detailed decision
because he knew it would be appealed. Not to delay things and make the appeal somewhat moot, but more to write a defensible decisiion which would be less likely to be overturned. Judges who know their decision will be appealed no matter what do this all the time.
