You get concussion in basic training as well, you get them from falling down stairs after you get drunk at your 65 birthday at the legion (my grandad) or breaking a horse in your 70's (my father in law, tough old coot).
Their is no way to prevent concussions, now should we ban some sports intirely as they have an almost certain risk of concussion? I'd say no as I like hockey and football and there is no way to make them safe, no mma or boxing either.
But that is a reasonable argument.
But make no mistake, there is no way to make hockey safe, ultimately this ends with no hockey.

You are right about all of this, and I have no quibble with the clear recognition of the inherent danger of participation in sports. But the real issue here is doing our utmost to ensure that sports are AS SAFE AS REASONABLY POSSIBLE, and I don't believe we are near that level in practically all of them. Hockey can absolutely be safer, as can football. It behooves us to do whatever we can to promote safety and to dramatically reduce the incidence of head injuries.
