I'm guessing this needs to be collectively bargained. Linseman already proved it can't be imposed from on high. I wonder if the top 18 year olds in North America will go the Matthews route and sign in Europe for one year.

There are a lot of implications to this -- entry-level contracts, bridge contracts, burning a year for college free agents, free agency.
