I just think the culture is worth allot more than a 6th. Building a franchise that makes good deals, tries to win games, and just generally doesn't do the things Oilers do.

How about the culture of being a team that helps out a player by moving him at the deadline when he has requested a trade? It's pretty obvious from his interview that Jones wanted to be moved to a playoff contender and Treliving helped accommodate that.
That's the sort of thing that boosts your reputation around the league. Having a reputation for treating your players well can pay off well even if one single trade doesn't.
