Sure Billy was lazy but it seems silly to ditch a guy at this time. Who knows whent he merge is or how the merge will be handled. better to go in with the best possible numbers you can. You can always cut deadwood when you inevitably go to tribal council or when you have the numbers. They put themselves at a possible disadvantage early in the game.
