I always thought of them as just giving a job to a semi-retiree for the sake of optics.

I have had marshalls ask how the pace of play is and my answer is always the same: "It's fine! Great weather, wonderful game, good friends...what's the rush to finish and get home to sit on the couch?"
Couple Things:

I have played lots of courses outside of Calgary and if you are playing slow they will warn you then if you continue they force you to skip holes.

On your last point there about whats the rush? I absolutely HATE playing golf where I am waiting on every shot on every hole. It's almost impossible to get into a rhythm and score well and enjoy myself. Sure if I am out for a booze game then I don't care how long it takes.
