Reducing the Supply makes it harder to get, so those that aren't yet hooked can't find it easily.
Increasing the rehabilitation helps those that are already hooked. This is desperately needed IMO.
Education helps, but only so much (IMO). Virtually everyone knows how bad cigarettes are for your health, yet there are still plenty who smoke and begin to smoke all the time. There could definitely be more education about how much worse the hard drugs are, but people are still going to do it.

Well, smoking was down to about 18 percent before vaping took off. That's down from over 50 percent in about a generation (30-40 years) for a drug that's still legal! And supposedly it's one of the most addictive drugs out there. Who knows what the bottom could have been?
I think education and rehabilitation do far more than most think. And its far more cost effective. And kind. And you know, doesn't cause crime.
Is anyone seriously suggesting if we legslized drugs, or even just fought and prosecuted them less, numbers would approach cigarette usage?
