I don't think it should be an either/or proposition, it should be a "both".
Reducing the Supply makes it harder to get, so those that aren't yet hooked can't find it easily.
Increasing the rehabilitation helps those that are already hooked. This is desperately needed IMO.
Education helps, but only so much (IMO). Virtually everyone knows how bad cigarettes are for your health, yet there are still plenty who smoke and begin to smoke all the time. There could definitely be more education about how much worse the hard drugs are, but people are still going to do it.
