I think it has to do with consistency. Just witnessed the exact same situation where Frolik's stick was slashed and there was no call. Another stick was broken for the Flames during the 5 on 3...no call. It's hard to not get angry when they're tilting the ice like that. The Hartley call was completely unnecessary when there's already a 5 on3 happening. Give him a warning. If he continues then you give a penalty. There are ways of managing the game without handing out penalty after penalty in a short period of time.
