It doesn't make any sense, you don't think the CIA can't create Iraqi papers to prove a connection to Saddam?
If you are inventing evidence you point it at the target you want to attack, even if the guys were Saudis you would still tell everyone they were Iraqi, whack out some Iraqi passports to scatter around.
The only thing that 9/11 could be a conspiricy to do is attack Saudi Arabia or the Yeman, that's it, nothing else as the perps were from there.
