To say that a moratorium is required is to say that there is no safe way to ship oil. It's vastly presumptuous to say that technology does not exist to do so - government doesn't even know what technology might already exist that hasn't been made public yet.

Set a safety standard, make companies live up to that standard, but don't say that there's nothing that can be done because, quite frankly, that's insulting to the engineers and scientists whose job it is to find solutions.
