He had killed a guy and was eating parts of him in front of the police, the guy was already dead by the time police showed up so there was no immediate danger to anyone else. They waited him out and when he tried to escape, captured him. Maybe they could have tear gassed the streetcar, sprayed pepper spray in there, I dunno, but imho opinion you try less lethal options until you're forced to use lethal force.

This is just my impression but it does seem like a lot of police misconduct cases resulting in death occurred because the officer wasn't patient and decided to use lethal force within seconds.
