Cap space doesn't prorate like this. Just because half the year is over doesn't mean a team with $2 million cap space in September has $4 million cap space in January. What it does mean is a player with a cap hit of $4 million in September has a cap hit of $2 million in January for the rest of the season.

Putting a player on LTIR does not provide "cap savings". It allows you to exceed the cap equivalent to that player's cap hit while that player is on LTIR (assuming you are already at the cap).
