Sure, but what teams in the NHL aren't either A) a budget team or B) a cap team? That's a bit of a mythical organization you're referring to, imo. Pretty much every team in the NHL is either bound by an internal budget or is spending to the cap (or being prepared to do so) trying to put together a championship team.
