No disagreement there but the development of a film industry was pretty much luck, Altman shooting McCabe and Mrs Miller up on Grouse (or Cypress mountain) back in the early seventies, proximity to LA, a cheap dollar, surly and uncooperative municipalities and unions in LA making shooting there a head ache. The government had no way of creating any of that but what they did was encourage what was already happening, the tax breaks, also opening up offices in LA to enable producers to clear tax and permit hurdles easily down there.
