He's still the one "appointing" the Prime Minister.. or should I say begging him to stay in a position where the PM is just a figurehead. The current guy knows this and wanted to step down, only to be begged to say.

Nobody in the PA government has any real power. Arafat may appoint the Prime Minister, but none of them can do anything anyway. They have less money and arms than the gangs and terrorist groups in Palestinian territory. Who builds the schools? Who hands down justice? Not the PA. Between the gangs/terrrorist orgs, and the Israeli occupiers, what does the PA do? The PA is a complete joke as far as controlling the territory goes.
