Core yes. I wouldn't live in the core even as a 20-something. I lived in Eau Claire for 5 years at that time and you're right it is a dead zone for everyone. Great commute, but nothing is open and there are few schools.
No one lives in the core proper. That is one of the problems with Calgary in general. Inner city however, cross the river into Sunnyside. Sunnyside Elementary is there just 3 blocks from home, my street has 25-30 kids under 13, the people on my street have very family friendly and we are close with many of them. In fact one of CP members is a father and a neighbor of mine. Heck we even have a full sized skating rink in New Edinbourough Park.
Anyways, Core and Inner City are two different places completely. Inner City is a great place, very family friendly, and personally the best place I and my family have ever lived.
