I'm not a lawyer or a border security agent but the US code link that is provided in the CTV article mentions:

That effective January 1, 1993, this section shall not apply to any lottery ticket, printed paper that may be used as a lottery ticket, or advertisement of any lottery, that is printed in Canada for use in connection with a lottery conducted in the United States.

I'm assuming that it shouldn't be a problem bringing a Powerball ticket back to the USA because it is for a lottery conducted in the US.
