The average Joe is a ridiculous comparison for an MLA, this is someone that at a minimum has to find an office rent, it maintain a budget in that office, hiring people, consult with their constituent, consult with various stake holders when drafting and voting on policies. So really this is sort of like a regional manager position with some director responsibilities thrown in.
Average pay for a regional manager is 103k (65k-127k is the range) as per glassdoor.
Also knowing someone that her bill would have directly assisted several years ago, I completely disagree that she has brought nothing to the table.

I'm not saying there isn't a difference between $127k and $190k. I'm saying for the vast majority of the population, either number is "a lot of money", "A lot more than I make" and would get equal anger from populace.
Also do you honestly think she wrote the bill and wasn't spoonfed it? I don't know her so I can't say for sure, but lets not kid ourselves. This lady has zero experience in any related field prior to her appointment.
