They didn't surrender they contracted and probably got ground down.
Remember even with the death of the Empire and destruction of the Death Star 2 and the Executor, that the Imperial Fleet had a massive fleet, thousands of worlds under their sway, probably millions of troops and hundreds of thousands of Storm Troopers.
They probably continued to fight the Rebels and also fight each other for power and leadership, and probably slowly ground down. They probably also faced open rebellion on hundreds of worlds that they had to deal with.
the Empire probably slowly rotted from the inside, lost manufacturing and troop recruitment and at some point they signed the treaty with the Republic, which is what we've seen they agreed for the most part to disarm, very much like the treaty of Versaille.
Either on their own, or with encouragement of Snoke a group of hardcore Imperials moved with their assets to Wildspace and rebuilt their own version of an Empire based around Palpatines philosophies and then emerged when they were sufficiently strong to take on a weak New Republic.
