Possibly very slightly, but I think you should also consider that salaries go up over time. This means that recent signings will on average be slightly "overpaid" in comparison to average.

I'd think so too. I also think that number is close enough to his value that it doesn't matter. It would put him among the cheaper starters in the league, but he was
very close to being pushed out of the league.
Offering term could drive the price down though. If I was him and the Flames offered me 3 years for a combined 9M, I'd take the safe money.
