Doesn't look like any of the teams will have the necessary 24 votes to relocate. Found an interesting blog here.

After all, while the Raiders have by far the largest existing fan base in SoCal of the three teams, theirs is not considered the clientele that will appeal to corporate interests, much less the one percenters who will be asked to pony up for the Personal Seat Licenses necessary to help fund a new stadium.
