I'm not exactly a NDP supporter, but this story meets Occams razor. These aren't party newsletters, they're an independent community newsletter run to sell local advertising. They sell adds to the drycleaner, local pub, etc, so then they need local content so people will read it, but they're presumably on a shoestring budget. I'm sure the newsletters are templated, and someone just forgot to pull out the message from another MLA, especially if Drever didn't respond.

Which isn't an issue either, since writing seasons greatings in the local shopper letter isn't a primary MLA job. I think she's almost certainly very under qualified, but this isn't evidence of that, imo.
