That assumes no hardware failures, no pilot error and that everyone has a drone capable of doing what you describe, none of which are reasonable assumptions.
A drone almost took out a top skier the other day, took out this baby's eye (
http://www.bbc.com/news/uk-england-h...ester-34936739), and there's a long list of people being injured by drones or drones causing other damage.
It's not fear mongering to say the risk was not zero.
