I wonder if the industry is not nearly as concerned about pirates as they portray. A good number of those who watch pirated movies would never have paid in the first place. I'm sure they don't like seeing it happen, but they aren't ready to put massive resources into countering it.
What they do does a good job of keeping honest people honest.
PS- I am in no way trying to promote watching illegally downloaded movies, or saying it's ok to download copies, just speculating on hollywood's position.
