The way I understand the summary judgement procedure, a party may request a faster resolution of a dispute by asking the judge to hear the case and render a decision without jury (requested by the defendant). Wenzel tried doing that and his application got rejected. Because of that he had to pay $10K in Nenshi''s legal fees for having to respond to Wenzel's summary judgement application. There could be more details which I am missing, but this has nothing to do with the legal costs incurred by Nenshi so far on his defense lawyers.
In Herald, his legal fees have been estimated in "hundreds of thousands" of dollars. Council is split on this issue but I am certain they will vote in favour of covering them. Just to set up a precedent, as each one of them could be sued one day for something.
