The Concentration Camps started in the early 30s. Dachau started in 1933 (
https://en.wikipedia.org/wiki/Dachau_concentration_camp). When it opened it was mostly for political prisoners, but also housed alot of jewish, gypsy, homosexuals, communists and general criminals. The special Jewish areas started up after Kristallnacht in 1938 (

The Death camps did come later, but these concentration camps were not a nice place.
