I got him after the quest with the ghoul girl (starts with a B, shes in the alley in goodneighbour with the "dig" quests) who wears the gas masks wants you to kill fahrenheit. After that quest was done just have to talk to Hancock and go stand outside on the Balcony as he tells everyone he is leaving Goodneighbour to be your sidekick
