The CBA is written so that a player's ELC runs out the same time he becomes an RFA who can receive offer sheets. For players who are 21 or younger when they sign their ELCs, that's a 3 year ELC and they become offer sheet eligible after 3 years.
However, you have to play 10 pro games in a season for it to count as a year of experience. For Gaudreau, his 3 year ELC expires at the end of this season, but he won't have 3 years of experience until the end of next season.
Monahan's contract and years of experience match up, so he can receive an offer sheet this summer.
