This is a poor distribution of a public good. If you wanted to keep it free some sort of lottery system would be a more equitable way of distributing the good.

Truthfully, I don't currently take the train.
But - isn't there still VIP parking you can purchase? Doesn't that make this who discussion a moot point? Buy that parking and show up anytime.
Besides, $60 a month will hurt a lot of people's wallet more than you know, even if they can afford a car to park in the lot.
