Basically, if you gain the offensive zone onside, the puck has to go past the centre/red line before you have to be onside when gaining the offensive zone again. Almost like an over-and-back rule.
Pros: This will open up more ice for the offence, reduces whistles if the puck barely crosses the blue line when the puck goes back to the D, and could result in tiring out the D, increasing scoring chances.
Cons: None, it's the perfect rule change.

Why not get rid of the blue line and go to something like Box Lacrosse:
Quote:
10 . OVER AND BACK - Once a team has cleared the ball and successfully gotten it into their offensive area, the ball may not go back across the midline. If it goes across the midline and touches the ground beyond midline, it is considered an “over and back” infraction and will be considered a “play on” situation. If the team committing this infraction gains possession of the ball beyond the midline, the whistle will blow. The player from this team who has control of the ball will immediately place it on the ground while assuming a position between the ball and his own team’s goal. The nearest opposing player will pick up the ball and the whistle will then blow to resume play. There will be no delay. A purposeful delay will result in an unsportsmanlike conduct foul call. The player taking possession of the ball after the whistle blows will wait for the whistle to blow before restarting. If the opposing, “fouled” team gains possession of the ball during the time of the “play on”, no whistle is blown and the “play on” is over.
One exception to this rule involves a rebound from a shot unless a player from the shooting team imparts impetus to the ball going toward the midline and then the ball goes across the midline. As well, when a team is “in the penalty”, “over and back” rules do not apply.

I am not a fan, per se, just chucking it out there for discussion.
