You make it sound like it was just a cry for attention.
Killing people is a pretty selfish way to "find" oneself.
If his problem indeed was an inability to control rage, then it would have been become obvious earlier on and likely addressed by schools and/or the court system at some level because it's not something that spontaneously manifests itself.
Ultimately, the onus would be him to correct his ways. The rest of the world can't walk about on eggshells because some people have "rage" problems.
