Was going to comment on how Taiwan can possibly be considered a developing nation, and then read that you're in Cambodia, so carry on.

To add to your comment, I agree that I don't really have qualms with developed countries funding for environmental upgrades in developing countries. One of the argument has always been the West benefited immensely in the past by emitting a lot of carbon in order to get their countries industrialized and developed to where it is, now it's their turn to get their fair share in. I think by having the developed countries pay into a fund to help these developing countries fund their environmental initiatives, it helps counter this argument.
