They pass on the tolls to the passenger. Only speaking for Miami and Florida, there are three types of tolls I noticed. The most expensive is the major interstate between Orlando and Miami, I drove a rental down and paid I think $17. Within the city there are express lanes which have a toll, the uber never uses these. And the final one is a small toll on some of the interstates that connect municipalities in the greater Miami area, for example going to Sunrise to watch a Panthers game. Both of the last two are paid via an electronic tracker rather than a ticket booth. They are both quite inexpensive, about .25 to .50. When I got my itemized receipt by email I saw that within the $26 I paid about $1.50 was tolls.
