I think the amount of time we've invested in him, and more importantly, his performance last season, warranted more than two starts this year.

No mystery at all. Ramo came in and played extremely well at a point in time where we had almost no back to backs, and a lot of spare time overall. Hartley went with the hot hand. Then Hiller was healthy enough to return and it makes more sense to send Ortio down to get a lot of playing time in Stockton.
He will be back.
