Flames are the only team that can give him a year's signing bonus ($92.5k) and use up a year of his ELC if he signs before the end of the regular season/playoffs. They can also give him a few weeks of NHL salary, depending on when he signs the contract.
That is pretty much the only leverage the Flames have over other teams that can sign him as a free agent on August 15, 2016.
