The point is that the article references many laws but gives zero insight into the actual circumstances or scenario at question.
There are many "laws" that can carry a maximum sentance of 2 years in jail and hundreds of thousands of dollars in fines. Very rarely are the maximums required or enforced.

This is so true and I hate that line in a news article. Charged with shoplifting gum? It's a hybrid offence and you "face a maximum sentence of 2 years". But that would mean the Crown chooses to treat it as indictable and you get the most severe punishment.
However, unless he modified a 22 to be auto or something, it wouldn't be a "prohibited or restricted firearm". I imagine he had a handgun.
