While that can definitely be part of it, if it was the major factor, we'd have a lot more pedophilies. Recent studies and surveys have about 33 percent of females abused as a child/teen and 25 percent of men. Obviously there aren't that many pedos.
Everything that I've read is that the brain stops maturing sexually at an early point in these individuals and the age they are attracted to is pretty much where it stopped.
Re pylon's outburst: I dont think anyone here is saying woe to the abusers, simply trying to understand it. As MMF put it, acting on the urge is where it seperates they good from the bad. I agree, it would absolutely suck to have those urges. But an adult should be able to understand the point of consent and the fact that they could really mess up a life. A lot of lives in fact. Not only the victim, but the victim's families, friends, etc.
I would feel bad for someone with that problem. However, I would lose all sympathy for those who act on it. There's no excuse.
