There is, of course, the more challenging phenomenon of identity politics where benign qualities becoming symbolic of varying sets of questionable ideas. It is just as improper to align someone's sexual orientation or race with a concrete set of ideological beliefs.
That said, I think your distinction is important, and holds up, in a liberal democratic or republican country.
