I find the EU, in particular, is remarkably hypocritical about its arms industry. Nobody wants to be involved in military action, and even European NATO countries are reluctant to puts troops in harms way or be seen to be involved in something as ugly as war. And yet virtually every country in the EU enthusiastically manufactures and sells arms abroad.

There's also differences in the quality of weapons being exported. Things like missile defence systems, body army, and even communications software can fall under the same category as AK47s and land mines.
It's not quite as simple as just looking at the percent of arms these nations export. For example, most countries do not make land mines at all. The USA exports "non-persistent" land mines (those designed to explode after a certain amount of time). Russia and China still export regular land mines.
