Yes, there's a preconception that transmission is guaranteed, or at the very least somewhat likely.

The odds of transmission after a single act of unprotected vaginal intercourse with an HIV+ partner are incredibly low, on the order of 1000:1 or 2000:1.

Edit: Obviously CS is still criminally responsible, and a total dbag, but I just wanted to make the clarification.
