The Wolves were also capturing some people. It must be part of their recruiting. They probably put the captured people into some gladiatorial one man survives type challenge with other survivors, which brainwashes them into becoming sacrificial pawns.

All of this appears consistent with Wade and Cam's cohort being the "higher ups" with the guns.
Or it could just be a different group.
