Maybe I am naive, but outside of some basic planning and the ability to have a cache of weapons, is this really that complex, especially in a huge city like Paris?
Once you get people willing to die for the cause, the acquiring of weapons (and almost sounds as if some home made mutions are part of this) are probably not that too hard for those people to get, likely from the same people who are able to recruit those people, again, especially in a large city such as Paris with all sorts of people moving around 24h a day in that city, thus there's not suspicions.
Then its just those few groups of people that get told from that person that the plan is, at 7pm on a certain date (not months and months of chatter that can get intercepted) to carry things out. Targets are picked out in advance, and then all emerge from the shadows of their nearby rented apartment to open fire on whoever, wherever, and then blow themselves up.
I think we're giving these scum a lot of credit for using words like "complex" and "coordinated" just because they've been given some weapons and can read a watch and seperate groups do what they're told at these out at numerous sites.
