There's a playbook that both sides follow in a hostage crisis.
The police try to save as many lives as they can by gathering intelligence, seeing if they can negotiate with the terrorists even if it costs the lives of a few innocents.
The terrorists if they are the standard fare (Which I doubt in this place) try to establish their resolve and make their demands.
Sadly if this is an ISIS based terrorist attack, or even one that originates in the immigrant community, this will result in a lot of European countries either slamming their borders shut or increasing security on incoming immigrants or their communities.
I will make a bet that if this did come from Syrian Immigrants or refuges that they had a background that was either missed due to lax screening or they came in through leaky borders.
