Reading that, I think the math is a little off. I got .021% (3.54/16800 = 0.0002107, or 0.02107%), which equates to ~211 ppm (whereas the incorrect calculation gives ~2 ppm).
Not sure that makes a difference in the end result but the values are a bit off.
